SPRINGFIELD, Illinois < State Senator Miguel del Valle (D-3 Chicago) recently introduced legislation that would require the members of the Cook County Board of Review to be appointed. Currently, the three commissioners are elected by voters. The Cook County Board of Review is responsible for considering and deciding on appeals filed by property owners regarding their assessments. 3Property taxpayers deserve fair and equal treatment.

The property tax appeals process should be one that is based on clear standards ? free from political influence and outside interference, 2 Senator del Valle said. 3Getting your property taxes reduced should be determined by an administrative process that is applied to all property owners equally.2Under Senate Bill 1712, Cook County Board President John Stroger, Jr. would appoint the commissioners to the Cook County Board of Review.

The legislation in designed to stop campaign contributions from lawyers hoping for tax cuts and lower property assessments for their represented by a lawyer, if that property owner decides not to represent him/herself. In the past, Senator de Valle has sponsored legislation regarding how the Board operates, including a bill eliminating the requirement of lawyer representation and placing a ban on contributions to Board members from lawyers who appear before the Board.
